Which of the following most accurately describes the problem?

Mr. Liddall last week related to the difficulty hauliers were experiencing in obtaining commercial vehicles for National Service, whilst unrestricted sales of such vehicles were proceeding. He suggested. that machinery should be set up to safeguard essential needs and prevent public exploitation in the Uncontrolled disposal of these vehicles.

Capt. McEwen said the sale of new commercial vehicles and certain ex-Government vehicles was already subject to a system of control administered by his Department. The question of extending this control to used goods vehicles generally-would be considered in the light of the Report of the Panel of Investigators, the appointment of which was announced. on June 16.
