At the hearing, the companies offered to enter into an agreement with the corporations of Liverpool and Birkenhead, providing, amongst other considerations, for the following matters:— " Crosville " and " Ribble " to have representation on the co-ordination committee on the same terms as the existing appointed bodies. The companies will not apply, on the present service or any other service that may go through the tunnel, for permission to carry passengers picked up in Liverpool and set down in Birkenhead, or vice versa. It was proposed that this undertaking should be limited to three years from the date of the grant of the licences, or from the date of any decision of the co-ordinating committee upon any scheme for dealing with traffic between Birkenhead and Liverpool.

The transport sub-committee of Merseyside Co-ordination Committee considered the proposals, last Friday. It was decided unanimously not to recommend the Merseyside local authorities to assent wholly to the scheme. The granting of such a licence would, it was stated, " seriously embarrass and complicate the preparation of any scheme for the coordination of Merseyside passenger transport."

The sub-committee was, however, prepared to agree to the technical officers conferring with the Crosville and Ribble companies, and with the Mersey Railway Co., in connection with the preparation of a scheme to be submitted to the sub-committee, provided that the companies withdrew their present application to the Traffic Commissioners.
