Which of the following most accurately describes the problem?

Keywords :

Roger King, chief executive, RHA: "We welcome this measure, for which we have been campaigning for many years. Cowboy operators who routinely flout the law represent a threat not only to the general public but also to all the legitimate operators whom they are able to undercut."

James Hookham, head of policy, FTA: "Impounding is a very clear message to the rest of the Industry as to the Importance of following official procedures, and having a correct 0-licence. We welcome this important step in strengthening safety and professional standards in road transport. There must be no place for the illegal operator in our industry." Spokeswoman, Western Traffic Area Office: "Traffic Commissioners welcome the impounding legislation, as do all the legal operators we have spoken to. There will be no waiting for court cases for action to be taken, and vehicles will be impounded immediately. Two or three well-publicised cases will act as a strong deterrent to illegal operators faced with the possibility of going home without a vehicle. The legislation is also likely to act as an incentive for legal operators to notify us of illegal operators."

Mary Williams, chief executive, Brake: "This Is something we have been campaigning for the last five years, and it will make a huge difference if it is enforced properly. We don't want any vehicles on the roads that are unsafe, and this legislation will help towards Improving safety on the UK's roads."

Anne Preston, managing director, Prestons of Potto: "Impounding has been talked about for such a long time; it's quite a surprise to see that it's finally happening! Anything that addresses the industry's problems of unfair competition is very welcome... those most badly hit will be the very worst offenders."

Peter Denby, MD, Denby Transport: "The VI have been frustrated by the situation for years, as they have known who the offenders are but have not had the powers to target them. This should change that."

Bob Tatchell, operations director of the VI: "From today, we have the necessary legislative cover to impound vehicles that are being operated without an 0licence. We are going to have to use intelligence and targeting to achieve success—it's not the sort of thing that you are necessarily going to stumble across. These people are very clever at using the system. Once they know where we are doing a roadside check they will keep out of the way, so we will use our growing intelligence network to target people whom we know or suspect to be using a vehicle illegally without an 0-licence."
