Which of the following most accurately describes the problem?

I-1 A NEW attempt to set up a national rates structure was initiated on Tuesday by the rates sub-committee of the long-distance hauliers' committee of the Road Haulage Association. There were differences of opinion on the method to be employed and the practicability of the suggestion, but a trial framework for a rates schedule was agreed. An effort is now to be made to assess reasonable rates for specific tonnages on certain trunk routes.

The sub-committee's meeting followed one by the long-distance hauliers' committee. They were unable to make much progress pending the decision of the national executive and the national council at the end of the month on their request to be constituted as a functional group. The committee have agreed the terms of the proposed code of conduct to their own satisfaction and it now awaits .ratification by the two governing bodies.

It was noted that the national executive had agreed with the committee on the desirability of an amendment to the law to allow shunt drivers to be exchanged between hauliers. The licensing committee had felt unable to support the proposal, but the executive referred it back to them.

Several long-distance hauliers expressed concern over the conversion•of special-A into open A licences and the renewal of A licences. This is another subject which the executive referred back to the licensing committee.
