Which of the following most accurately describes the problem?

DE'RIBED as "The Motor Vehicles (Gas Container) (Amendment) (No. 2) Provisional Regulations, 1940," new regulations relating to the use of gas fuel have recently been made. Regulation 8 is the one that has been amended.
