With the implementation date just over a month away only one in seven respondents is fully compliant with the WTD. However, a further two-thirds have assessed the impact of the directive. Of these 40% have partially implemented their action plan, while 60% have yet to consider the impact of the legislalon on their business.

But it seems that drivers are beginning to see the benefits of the legislation: the survey reveals that over the past quarter many operators have increased their drivers' pay These rises are designed to offset the cut in hours for existing drivers and to attract new drivers. However, the number of pay deals affecting unionised drivers fell in the fourth quarter compared with the same quarter of 2003, largely because pay talks were delayed until the finer details of the WTID are confirmed.

FTA chief economist Simon Chapman explains: "It was only in November that the regulations became clearer. However, while a lot of operators are making headway there are still a number of operators who have more work to do to ensure that they are compliant when the legislation comes into force next month."
