Which of the following most accurately describes the problem?

SOME time ago, the Metropolitan Traffic Commissioner suggested that licences for seasonal excursions and tours should commence on the Thursday before Easter of any year.

The Motor Hirers and Coach Services Association, Ltd., agreed with this proposal, but added the proviso : "Unless evidence could be submitted to the contrary, as, naturally, some operators desire, in specific cases, either to operate their services earlier than Easter, or, alternatively, later than September 30."

Certain operators of seasonal services did not, however, wish that their right to charge single and period-return fares to the coast should be prejudiced, in cases where Easter fell after April 1, if it were ruled that their services were not of six months' duration.

This point has now been satisfactorily cleared up by the Minister of Transport. In a letter to the M,H.C.S.A., he states that it would appear that the Traffic Commissioners may use their discretion to hold that a particular seasonal service, to be operated daily from before Easter, 1933, until the end of September, 1933, should, as regards the limitation of the classes of ticket to be issued, be treated as analogous to a service operated daily for a period of six months.
