Which of the following most accurately describes the problem?

A DRIVER has had combined fines of 190 — issued as graduated fixed penalties (GFPs) — increased to £653 in court fines due to lack of co-operation with VOSA officials.

Following a VOSA examination at Junction 14 on the Ml, 46-yearold HG V driver Marek Swigut from Peterborough was issued with two GFPs totalling £90. His trailer parking brake had seized and was inoperative, while the view to the front was obscured.

Swigut, employed by Polish firm Wokacz Transport, failed to pay the fine. He also did not return his licence for the endorsement of three points.

Under rules governing GFPs, on receipt of the penalty. a driver has 28 days to accept and pay or, alternatively, request a court hearing.

On 13 November, at Milton Keynes Magistrates Court, Swigut was fined £375, plus £90 for the original offence and ordered to pay costs of 1188.

VOSA's strategy and performance director, Peter Hearn, reveals that since the GFP scheme began in May, he has noted an improvement in compliance.
