Which of the following most accurately describes the problem?

▪ Vehicle offences have almost halved in the second year of roadside checks by the Vehicle Inspectorate in the Highlands and Islands of Scotland.

Only 13% of vehicles stopped by traffic and vehicle examiners were found to be committing an offence during the summer months of this year, compared with 25% over the same period in 1991 when the checks were first introduced. A total of 447 vehicles were examined from June to September this year in Campbeltown, Islay, Oban, Mull, Bridge of Orchy and Shetland, revealing only 57 offences. When 495 vehicles were checked last summer a total of 144 offences were recorded.

Once again inspectors targeted unlicensed vehicles, those in poor condition, and vehicles contravening tachograph regulations. Of the 12 offences of VED eight were detected on the Isle of Islay.

Scottish Traffic Commissioner Michael Betts says: "The figures are encouraging compared with last year and suggest a positive response.
