Which of the following most accurately describes the problem?

PETER THOMPSON, chairman and chief executive of the National Freight Consortium, this week received the 1983 Hambro award for the Businessman of the Year. An identical award was made to Philip Harris, chairman of Harris Queensway Carpeting.

The citation for Mr Thompson's award read as follows: "For the commitment to an idea of progressive management which first gave rise to the notion of a staff-owned NFC; and for the courage to pursue it through all the obstacles to a successful achievement.

"For showing that new forms of ownership and organisation are possible if the will is there to seek them; and for proving that there are effective alternatives to confrontation in the essential search for more efficient management and improved financial results."
