Which of the following most accurately describes the problem?

THE RECENT statement by the Chancellor of the Exchequer that planned capital and current expenditure by the Department of Transport on roads in 1984-85 will be £30m more than originally intended at £800m, has been welcomed by the Road Haulage Association.

The RHA said it hoped that the Government would actually spend the money it had allocated next year. "In most recent years, the roads budget has been continually underspent, although this year, the shortfall of £16m in estimated expenditure out-turn is due not to underspending, but to cuts in the budget," an RHA spokesman said.

Drivers who contribute a massive £9,304m annually in fuel tax, vehicle excise duty, and vat, are fed up, not merely with only a small proportion of that figure being spent on roads, but with finding that even the budgeted figures are not fully used.
