Which of the following most accurately describes the problem?

THE braking systems of most heavy vehicles will need power assistance to meet the proposals circulated by Mr. Fraser which require goods vehicles generally to have two means of brakes of specified efficiency.

The Minister stated this in the Commons this week; but when he was asked by Mr. Ted Fletcher (Labour Darlington) to introduce regulations requiring two power braking systems in addition to a handbrake on heavy goods vehicles, Mr. Fraser said he did not think it necessary to insist on this.

Neither would he rule out a handbrake as one of the two means of braking provided it attained the required efficiency. Handbrakes as well as footbrakes could have power assistance, pointed out Mr. Fraser.
