Which of the following most accurately describes the problem?

The Court of Common Council of the City of London has come to a most important decision no lamp-posts are to be laid either in the roadways or ill the pavements of the City. It has been resolved that, in the narrowest thoroughfares for a beginning, City lamps shall be suspended from the buildings, and a start has already -been made in Fleet Street. We attribute this progressive action to the business qualities of the Council, whose members may also have been prompted in this commendable move by the recent circular of the Local Government Board. Mr, John Burns and his permanent officials are strongly opposed to the 'placing of unnecessary obstructions upon the highway, and it is to be hoped that his hints and the good lead of the City of London will be followed by many' public authorities, both in the Metropolis and the Provinces. No " horrible example " can be provided to dwarf that which is available, between Oxford Circus and Tottenham Court Road, where the centre posts were laid, little more than 22 months ago, in direct opposition to all the tendencies of public convenience and modern traffic. The more there arc of these centre refuges, the more are pp.!, -Hans tempted to cross at extra points..
