Which of the following most accurately describes the problem?

• Irish hauliers say they will be priced out of Europe if a 1r.£5-a-day tax is imposed on LGVs to pay for better roads.

Jimmy Quinn, president of the 650-member Irish Road Haulage Association, says the tax has been on the agenda after the electoral success of the so-called "pothole" candidates demanding more spending on road repairs. "We have no doubt that. the £5-a-day tax has been bounced round the Cabinet table because the Government is looking to fund the shortfall in repairs," he says.

He argues that Irish hauliers are already at a competitive disadvantage because their transport costs are nearly 10% higher than elsewhere in Europe.
