Which of the following most accurately describes the problem?

THE West Midland Traffic Commissioners, after hearing an application for increased fares from Birmingham Corporation last week, decidedto grant the increases asked for with the exception of those applying to three stages. In a written decision the Commissioners said that, in essence, part of the application was a continuation of one heard last October and represented the reappraisal of the department's overall financial position which the Commissioners then thought was necessary. "This suggestion has been considered by the department but their approach appears to have been a negative one," said the decision. It continued: "There is something Gilbertian about this. Whilst accepting that there may be some difficulties, the Commissioners do not believe it is beyond the wit of man or the ingenuity of the department to devise and operate a fare scale which will remove such anomalies and provide higher fares and increased revenue for the special and more costly door-to-door facilities."
