Which of the following most accurately describes the problem?

Shock tactics could harm dialogue about the problem of fuel-siphoning

AS A GROUP of manufacturers and distributors of anti-fuel siphon devices, we have followed the recent debate on the subject of the pros and cons of using anti-fuel siphon units with a mixture of interest and concern. As you might expect, we believe preventive measures are essential if the growing problem of fuel theft is to be contained. However, we do not and never have resorted to the type of shock tactics recently attempted by Tiss to promote a need for its products.

Frankly, the type of statement made by Brian Wholey (CM 6 December 'The Po-Siphon Adventure') is not only incorrect and divisive, but it also threatens to have an adverse impact on the positive dialogue and understanding of a very serious and relevant topic that is already under way.

I can assure you that Tiss does not speak for the anti-fuel siphon industry when it makes such outrageous accusations impugning the honesty of commercial vehicle drivers, and to brand them thieves by implication is simply neither true, nor acceptable. Indeed, our approach has always been `Protect Your Fuel, Protect Your Profits and Protect Your Drivers'.

We wish to continue with what is proving to be a mutually advantageous relationship with the transport industry, most of whom appreciate that the problem of fuel theft exists, and that they would like to protect themselves from unwittingly becoming one of its victims by using the most practical means available.
