Which of the following most accurately describes the problem?

"THE TRAIN speeds from city centre to city centre. No parking problems. No traffic jams," a British Rail newspaper advertisement declared. The adjoining column carried a report of complaints by taxi drivers of the alarming traffic jams outside nearly all London's main-line stations. Liverpool Street station is the worst. A taxi fare can rise to El or more in the first 100yd or so. On the day of the London Transport strike some meters had clocked up £1.50 before the taxis were clear of the station.

Has nobody asked Jim, the great miracle-worker and railway soothsayer, to fix it?
