Which of the following most accurately describes the problem?

DAGENHAM MOTORS of Essex claims the first major fleet order for the yet-to-be officially launched Ford Cargo 32 ton tractive unit. Tolemans Delivery Service has placed an initial order for seventeen 3220 Cargos fitted with the Deutz vee 6, 152 kw (204 bhp) air cooled engine, ZF six-speed gearbox with splitter and Pirelli 315/70 R-22.5 low profile tyres. The tractive units will have Locomotors sleeper cabs.

Tolemans will use the Cargos to replace Ford D 2417 and 2817 tractive units and the anticipated annual mileage will be 5 560,000, mainly covered delivering Ford cars throughout the UK.

Around 40 per cent of the Tolemans fleet currently are drawbar vehicles but a suitable Cargo rigid for drawbar use is not expected to be in production for some eighteen months.
