The contractor, Mr. B. R. Saunders, of Hershatn, has been penalized for " gross irregularity" in operating on A and B licences.

Mr. Muir granted his application for the renewal of the A licence and a substitution variation on the B licence. But he has stipulated that the licences will not be operative until July 1. He has suspended Mr. Saunders' existing B licence, which expires on August 31, until July, The A licence has already expired.

In his written decision, Mr. Muir said: Mr. Saunders has been convicted of various offences under the Road Traffic Act at Luton and Preston.In addition, I have ample evidence that he has persistently misused the temporary substitution procedure in order to cover up the unauthorized use of the vehicle."

Mr. Muir was satisfied that Mr. Saunders, in his application for the B licence in August, 1962, made a false statement about the ownership of a lorry and that the vehicle was not operated from the declared base.

At a hearing which began on March 11 this year (The Commercial Motor, March 13) Mr. Saunders was required to show cause why his B licence should not be revoked or suspended because of his false statements.

At that hearing Mr. Saunders told Mr. Muir: " My attitude in future in regard to the .correct use of vehicles and to licensing is that I shall do my best not to have any infringements at all. For 10 years I was not in trouble. It was just in the past two years ".
