Which of the following most accurately describes the problem?

A N application by MeKelvie and Ca t. (B.M. and P.) Ltd., was adjourned at Glasgow on Tuesday to permit railway evidence to be presented in full. McKelvie sought a new A licence for 10 artics with a normal user: "Metal and metal-finished products, mainly for Colvilles Ltd.; Ravenscraig works, in Great Britain."

• Colvilles supported the application • through Mr. Robert Rae, assistant traffic manager. Ravenscraig steel works was. now at 70 per cent capacity, he said, and increasing production• would make the I0 vehicles below their needs. British Railways were providing a fleet of special wagons and British Road Services provided trailers whenever they had suitable vehicles. It was the customer who dictated whether road or rail should be used, said Mr. Rae; Coivilles merely. accepted accepted customers' instructions.

Current Ravenscraig output was 13,000 tons a week, of which 5,000 tons were being imported, processed. and then exported. Of the balance, some 3,000 tons per week were distributed to home users by road or rail as these buyers dictated.

Mr. W. F. Quin, the Scottish Licensing Authority, referred to the very large number of applications to be heard during this week supported by Colvilles --altogether 72 vehicles. Mr. Rae said these were all considered necessary.

For the railways and B.R.S. it was contended that back loading should not be allowed, but Mr. I. Law, for McKelvie, replied that this was precisely what B.R.S. were doing when they sent in" foreign " vehicles for this traffic; nor had B.R.S. objected to the rates paid by Colvilles, which were the same as those paid to McKelvie, he said.

Two of the further .applications (by Duncan Barbour and Son Ltd. for 10 A-licensed artics, and by Moore's Motors (Ayr) Ltd. for five) were heard by Mr. Quin on Wednesday; he adjourned them for further evidence, and indicated that decisions would await the hearing of the whole series of steel-carrying applications Down for hearing yesterday and today (Friday) were A licence applications by J. and A. Smith of Maddiston Ltd. for 10 vehicles, by • Road Services (Forth) Ltd, for six, by Russell of Bathgate Ltd. for 12, by Pollock (Musseiburgh) Ltd. for five and by Saddlers Transport Ltd. for six.

Further steel-carrying applications are likely to bring the total number of vehicles involved up to 120.
