Which of the following most accurately describes the problem?

SOME 2,000 busmen may eventually be involved in a dispute with the Edinburgh Transport Department over the corporation's proposal to introduce split-shift working.

The busmen have indicated that the proposals, designed to give more economic working, will mean extending the working day over a period of perhaps 14 hours.

Until now Edinburgh has had continuous shift working, but Glasgow and some other Scottish centres have operated split-shift working, involving three or four working periods each day.

Garage meetings to discuss the matter have been held by Edinburgh busmen, but no formal proposals have been tabled. The Transport and General Workers' Union's alternative suggestion is the raising of minimum fares and discontinuation of some less economic shifts after 7 p.m.
