Which of the following most accurately describes the problem?

MOVE TO STABILIZE SAND RATES.

After a lengthy discussion, during which widespread apathy was apparent, an open meeting of North Cornwall hauliers, convened by A.R.O., at Delabole, last week, decided to appoint a committee to consider the question of fixing rates for the haulage of sea sand for farm use. It was agreed by 16 votes to three that the fixing of rates was practicable.

The committee is as follows:— Messrs. E. Mason, T. H. Sandrey, R. A. Jonas, Williams, Staddon, Bunny, B. Parsons and H. Stephens. The rates would apply to all places on the northern seaboard of Cornwall, east of Holywell and including Camelford, Delabole, Tintagel, Boscastle and Otterharn.

Mr. Humphrey Cooke, late area secretary, pointed out that St. Austell coal merchants had entered into a rates agreement and, although the schedule covered 204) destinations, the plan worked successfully.

He also mentioned that there was a likelihood of a new Road Traffic Bill being introduced this year, which would provide for the control of rates. It is stated in official circles that Mr. Cooke's forecast is premature by years.
