Which of the following most accurately describes the problem?

DANGEROUSLY INEFFECTIVE trailer brakes led to a Welsh operator having 10 trucks and 10 trailers stripped from its licence.

The decision. by Welsh Deputy Traffic Commissioner Alan Bourlet at an Abertillery disciplinary inquiry, means that CRW Powderline must cut its fleet to 20 trucks and 20 trailers. The repute of the company's transport manager. who was based in Essex. was suspended for six months.

Vehicle examiner Chris Eneir said he had carried out an investigation after learning that the company was using a trailer in a dangerous condition. He examined the trailer concerned as it was about to undergo repair and found it had serious brake defects.

A check on other trailers revealed more braking problems. Some brake drums were severely corroded: in one case the brakes on three axles were inoperative. There were gaps of up to six weeks between inspections and driver defect books were missing.

Group operations director Frank Merks said the company carried slag cement from Llanwern steel works. There had been rapid growth and he recog nised that a new tier of management was needed. Trailer maintenance was now handled in-house at Bath. The company had sought advice from the FTA and he was confident that safety inspections would now be carried out on time.

Ian Wildish, the nominated transport manager based in Thurrock, said he had been given assurances that the maintenance was up to date. He accepted that the condition of the vehicles was his ultimate responsibility.

Cutting the licence, the DTC held that Wildish had lost his repute as a transport manager and would not regain it for six months.
