Which of the following most accurately describes the problem?

THE Institution of Mechanical Engineers is faced with a most difficult problem, which, it seems, will require an Act of Parliament' to solve. Corporate members are to voteon a draft Bill for this purpose at a special general meeting of the Institution to be held on October 23 at the Institution of Mechanical Engineers, Storey's Gate, London, S.-W.1.

It appears that the attention of the council has been drawn to certain irregularities in procedure in the holding of annual general meetings and in the passing of resolutions at special general meetings. These have invalidated the amalgamation; some years ago, between the Institution and the Instifution of Automobile Engineers, as well as additions to the charter, various alterations of the by-laws, elections of the president and other honorary officers. and even the raising of subscriptions as from January 1, 1949.. ,

.The situation, as it concerns the amalgamation, is rather like that of a man and woman who -believe that the) have been legally' married and find some years later, that they have beer "living in sin" and that retrospectivt legislation is required to make thei. union and their progeny legitimate.'

The draft Bill has 12 pages, is corn prehensive and designed to remove 'al possible doubts concerning any sectioi of the conduct of the Institution; thu it allows for the validation of th amalgamation, of additions to th charter and alterations to the by-law: of the elections of honorary officers an saves the power to alter the charter an by-laws in the future,
