Which of the following most accurately describes the problem?

FREIGHT TRANSPORT Association's Welsh Freight Council has warned that a congestion charge in Cardiff could have "disastrous consequences".

Concern is mounting that Cardiff City Council is considering imposing a charge similar to London's in a bid to cut congestion within the city.

But the FTA's Welsh Freight Council points out that this could make Cardiff the most expensive city in Britain to deliver to. Operators already have to pay a toll to cross the River Severmthey might also have to pay an M4 Toll as well as a Cardiff congestion charge, says Bill Simons, who chairs the Welsh Freight Council chairman.

"The FTA is calling on Cardiff City Council to be pragmatic," Simons adds."! f it does decide to introduce a congestion charge, it should exempt commercial vehicles to keep Cardiff commercially competitive."
