Which of the following most accurately describes the problem?

Lamb

kin, trading as Lambkin Coaches, has been banned from operating any local services by South Eastern Traffic Commissioner Brigadier Michael Turner.

Turner has also revoked the existing seven-vehicle licence, and granted a new licence for 12 months for only three of the 11 vehicles applied by Lambkin.

Lambkin appeared at a Faversham public inquiry, after twice appearing before the Commissioner because of maintenance problems, in 1981 and 1988. On the latter occasion, his licence was curtailed from nine to seven vehicles.

The Commissioner was told that since then six prohibition notices had been imposed on Lambkin's vehicles, four immediate.

Lambkin said that after the 1988 public inquiry he employed an additional fitter, but he had only stayed for seven months. He had got rid of one of his two fitters and he would undertake spot checks in the future. He would also ensure that the records were properly completed.
