Which of the following most accurately describes the problem?

TO meet the needs of the football fans in the Charley area, four local operators applied at Manchester on Monday, to run special excursions to seven London grounds for away matches of the Burnley, Bolton, Blackburn and Preston North End clubs. They also wished to go to one place for any F.A. Cup Finals in which the above teams, or Manchester United and Manchester City, might be engaged.

Mr. J. Backhouse, for Progress Motors (Chorley) Ltd., Turners Ideal Tours Ltd., Tom Jackson (Chorley) Ltd., and W. Simm and Sons Ltd., said that the return fare in all cases would be 33s. 6d., and people living in Chorley were enthusiastic supporters oftheir local teams. Mr. W. Owen, managing director of Progress Motors and Turners, stated that he knew there was sufficient support to justify operating to these matches, Mr. 0. H. P. Bearnes, for British Railways who objected, said that there was no evidence of any shortage of transport facilities in Charley. A director of Jackson's and Simm's, Mr. T. Jackson, pointed out that he regarded himself as a London operator and traffic might be abstracted from his existing services if he was not permitted to operate to the football matches along with other Chorley operators.

Mr. Beames submitted that there had been no proper evidence to support the application and there were adequate railway facilities to football matches in London. In conclusion, Mr. Backhouse said he did not think the rail excursion from Charley was suitable as the supporters would want to go direct to the match, and then straight home.

The Chairman of the North Western Traffic Commissioners, Major-General A. F. J. Elmslie, reserved his decision.

Displayed False Licence TV0 policemen who examined a motor 1Vorry in Dundee found that although the registration number was RVD 263, on the A licence identity certificate it read 263RVD.

These facts emerged during the trial of John Alphonso Divers, 72 Perrie Street, Lochee, at Dundee Sheriff Court. Sheriff Inglis was told that an A licence had never been issued in respect of the lorry, either to Divers or to DC Transport.

Divers was found guilty of having in his possession a document so closely resembling an A licence identity certificate as to be calculated to deceive, and displaying it on the lorry. He was also found guilty of using the lorry for the carriage of goods for hire or reward without a licence granted under the Road Traffic Act. He was fined a total of £35.
