Which of the following most accurately describes the problem?

IN a reserved decision, the North I Western Traffic Commissioners have granted only one of four new sevenday fantail tours applied for by Pleasureways (1955), Ltd., Oldham, on their Manchester licence (The Commercial Motor, August 10 and October 5).

Additional tours to Penzance, Scotland and Dunoon, and Clacton-on-Sea were refused. The tour to Tenby was granted, but the period of operation has been amended to: " from the penultimate Friday in June to the last Saturday in September," with one vehicle only added to the maximutv already authorized.

There were 13 objectors to the application.

The Dunoon application aroused intense opposition on the ground that it had been run for 20 years by rail and ferry without licence and, if granted, would set a dangerous precedent to unlicensed operators,
