Which of the following most accurately describes the problem?

HERTFORDSHIRE County Council has asked London Transport to survey the routes it operates in the county with a view to reducing services on them. It has also called for an increase in fares to bring these into line with London Country Bus Services, who operate the majority of services in the county.

London Transport is asking Hertfordshire for E400,000 this year to subsidise LT services in he county. They started off demanding £989,000 in contrast with £30,000 paid out by Hertfordshire last year.

The county council is budgeting to spend only £471,000 on bus services this year, and the bulk of this is intended for London Country
