The committee now reports that the -Home Office has been in tench with the Ministry of Transport in the matter, and the following is a copy of a communication which has been received from the Home Office:— "The Secretary of State is informed by the Ministry of Transport that it doubts whether there is any power to make a by-law requiring the provision of spark arresters under the Locomotives on Highways Act, but a departmental committee of the Ministry is inquiring as to the desirability of requiring such provision, and the matter can be further considered, if necessary, when the committee's report is available."
