Which of the following most accurately describes the problem?

We may be getting unnecessarily hot under the collar about the retrofitting of smart-card tachographs—but the threat is real enough. Thanks to an obscure committee of MEPs, the European Parliament could soon be tinkering with the law governing smart-card tadios before they've even been adopted.

Under current legislation, if you run a truck over 12 tonnes registered after 1996, you won't need to retrofit it with a smart-card tacho until your existing unit fails. As most tachos are good for at least ro years, that gives plenty of 'run out' time.

However, if the MEPs in the Regional Policy, Transport and Tourism committee have their way, you could be forced to retrofit a smartcard t2cho into your truck within 36 months of them appearing in all new vehides in August 2004. As this could affect some 200,000 vehicles, it's hardly a trivial matter. If you thought buying a truck before August 2004 would mean you could avoid having to swap systems, think again.
