Which of the following most accurately describes the problem?

• F, Hill and Co. (Hauliers) Ltd. had two vehicles removed from its A licence following a Section 177 inquiry in Birmingham last week. The West Midland LA, Mr. J. Else, also removed one vehicle from the company's C licence.

The LA said that the inquiry arose from a fleet inspection in October 1969, when it was reported that eight of the company's vehicles were not in use and had not been used for some time.

Mr. F. Hill said that six new vehicles had been ordered and these would replace the ones which had been off the road. The plated weight of the replacement vehicles would be less than 16 tons gross vehicle weight.
