Which of the following most accurately describes the problem?

• Vehicle security day in Luton is Monday, March 18. Mr. J. T. Brown, chairman, RHA vehicle security committee, and Mr. F. Byers, security officer, with Police representatives will be on the platform at a meeting at 8 p.m. of the local Vehicle Observer Corps at Civil Defence H.Q. It's part of a month-long crime prevention campaign organized by the Police from February 26. Makers of security devices have been invited to display their products at an exhibition.

During the first week notices about the Association's rewards for information leading to the conviction of lorry thieves will be slipped into local drivers' pay packets.

Similar campaigns are to be held in York and Liverpool.
