Which of the following most accurately describes the problem?

THERE is still no date for the implementation of the law prohibiting the parking of vehicles on verges, central reservations and footways.

But Junior Transport Minister Kenneth Clarke did promise in the Commons last week that the case for putting the law into effect would be kept under review.

He pointed out that implementation of the law — section 7 of the 1974 Road Traffic Act — had been deferred in July 1979 following representations from local authority associations and the police that the additional tasks of enforcement should not be imposed when the need to contain public expenditure was paramount.

Mr Clarke added that it was too soon to say when local authorities and the police might be in a better position to put the section into force.
