Which of the following most accurately describes the problem?

UNDER an agreement with the General Motors Corporation, Hindustan Motors of India will begin manufacturing goods vehicles of about 3-ton capacity. It is proposed to make either Bedford or Chevrolet models. The performance of both these makes will be tested for a year. Vehicles will be manufactured under a phased programme, culminating in complete local production, except for certain special parts.

Mr. Manubhai Shah, Indian Minister of Industry, says that when the factory goes into production it is expected to meet 12.5 per cent, of the country's requirements of these vehicles.
