Which of the following most accurately describes the problem?

IN Manchester on August 1 six conkerns applied for permission to operate 23 extra excursion vehicles from Bolton. The companies were A. E. Hargreaves, Ltd., Farnworth; Binns Motor Coaches, Ltd., Bolton; Holden's Carriage Co., Ltd., Bolton; W. Knowles and Sons (Garages), Ltd., Bolton; Lomax Bros. (Transport), Ltd., Bolton; and Webster Bros. (Wigan), Ltd., Wigan.

Ribble Motor Services, Ltd., Lancashire United Transport Co., the NorthWestern Road Car Co., Ltd., the L.M.S. Railway Co., and Bolton Corporation objected.

The North-Western Regional Commissioner, after hearing the evidence, which lasted for 5i hours, said he would come to a decision at an early date. In the meantime he would grant some form of extension to the present services, but to cover only the current season. He said that this was not to be taken as a precedent.

Mr. H. Backhouse, representing the applicants, said that during this year they had received many more applications for excursions and tours than they had been able to run. During Bolton holiday week they had not been able, by any means, to cater for all their would-be customers. Neither the L.M.S. nor the road-transport combines could provide these extra facilities, and whit they were saying, in effect. was: "We can't provide facilities of that sort, so don't let anybody else do it."
