The tunnel fire in November 1996, now known to be arson, prompted Eurotunnel to call in consultant Dawsons International to undertake a review of its safety and evacuation procedures. Eurotunnel will be urged to employ its own firefighters as a first line of response but a spokeswoman stressed that any change would not take place before 2001.
