Which of the following most accurately describes the problem?

THE National and Local Government Officers' Association favours three separate boards for road transport industrial training. This was intimated in replying to the Minister of Labour's inquiry as to which of three alternatives they would prefer.

These were either: one single board for all employees in road transport and the motor vehicle repair trade; two boards— one covering both haulage and passenger and the other the repair trade; or three separate boards for each of these functions--road haulage, road passenger transport and the motor vehicle repair trade.
