Which of the following most accurately describes the problem?

• Two reports just published on the links between motorways and economic prosperity have contradicted each other.

The reports, Greenpeace's Roads Aren't Working and The British Road Federation's The Motorway Report show the wide gap in views on roads.

While Greenpeace claims the link between economic prosperity and better roads is mistaken, the British Road Federation says motorways need to be bigger and better to take Britain into the 21st century. Greenpecice says more roads just means more pollution, the British Road Federation says only an expansion programme will halt congestion and promote prosperity.
