A SIMPLIFIED two clause Transport Act has been put forward by Hugh Featherstone, director general of the Freight Transport Association.

One clause would force the Government to invest in road and rail in response to consumer demand: the other would preserve and toughen the 0-licence system.

Mr Featherstone, speaking to the Chartered Institute of Transport in Lancaster„ said that the problem would then be to deal with the mass of detailed safety and environmental regulations. A cost effective approach should be used and only then would an objective answer appear.
