Which of the following most accurately describes the problem?

THE clause in the Road Traffic Act requiring the Traffic Commissioners to be informed when one operator acquires a financial interest in the business of another caused hours of discussion in a case before the NorthWestern Commissioners last Friday: As presented, the application was simply to transfer the excursion and tour licence, held by Mr. Frank Walker, , of Oldham, to F. Walker (Oldham), Ltd., without any change of control. Mr. W. Chamberlain, chairman of the Commissioners, pointed out that the change of ownership gave an opportunity for a full review and, in this, case, he would want to see the books. The excursions and tours for which Mr. Walker had been licensed' had apparently been neglected. .

Objectors referred to the interest in the concern of Mr. T. H. Parker, another operator of Oldham.

Mr. H. Liackhouse protested that this information had been communicated to the Commissioners, but was ncr concern of the objectors.

It was revealed that Mr. Parker's advice and assistance had led to the bigger business now being done, and that he was to hold a fifth of the shares of the new company in the event of a certain agreement being put into force. Mr. Walker and Mr. Parker were questioned as to the part which each took in the business, and decision was deferred.
