Which of the following most accurately describes the problem?

THE DUTCH government has taken another step towards the introduction of longer, heavier vehicles (LHVs) with the start of an "experience phase".

The Netherlands has been running service trials of LHVs for some time. It started with four operators but by the end of last year 76 companies were running 162 LHV combinations on its roads.

CROW (the Dutch national organisation for -infrastructure, movement, transport and public space") reports that the experience phase started on 1 November and will run until 2011.

During previous trials the LHVs had a maximum length of 25.25m and GVW of 60 tonnes. The experience phase will maintain the 25,25m limit but the OVW has been cut to 50 tonnes. LHVs will be allowed on motorways, connecting routes and 'core areas', such as industrial estates,ports and trans-shipment areas.

CROW stresses there must be no deterioration in road safety and warns that LHVs must adapt to the existing infrastructure, not vice versa.
