Which of the following most accurately describes the problem?

THE DEPARTMENT FOR Transport has sot up the Renewable Fuels Agency to help the UK as it moves towards its Renewable Transport Fuels Obligation target that 5% of all fuel sold in the UK should be biofuel by 2010.

The agency will be chaired by former Environment Agency chief executive Professor Ed Gallagher. Transport Secretary Ruth Kelly says she wants the agency to take the lead in making sure biofuels used in the UK come from sustainable sources, as well as ensuring the obligation is met effectively.
