legislation, proposed by the TUC and the Labour Party, were spelled out to hauliers by Sir Patrick Lowry, Chairman of ACAS.
The Labour Party was, according to Sir Patrick, prepared to maintain the status quo currently required on the balloting of trade union executives. However he claimed that there were uncertainties over its approach to strike ballots — and in particular to pre-strike votes. He also reported "under the TUC/Labour proposals, it would no longer be possible for the employer to take action in the courts against those that might engage in unlawful actions."
