AThe initials stand for Road Rail Negotia
ting Committee, an area tripartite body consisting of RHA, BRS, and BRB representatives. Functions of area committees to discuss carriers' licence applications prior to official inquiry held by the Licensing Authority, hence easing administrative pressures. Applicants attend on a voluntary basis.
It is expected that with the new licensing system the TRTA will be parties to this procedure in due course.
