Which of the following most accurately describes the problem?

Dumpers and Low-loaders: In Glasgow on Tuesday, Kings and Co. Ltd. asked for an existing B licence covering road and building materials to be extended to embrace civil engineering and road and building plant in Scotland; also to extend the use of seven existing C-licensed dumpers of 6O tons to operate on B licence in Great Britain ; and to extend the use of two existing C-licensed low-loaders to B-licence operation in Great Britain. Representatives from Sandy Gilmour Ltd. and Scottish Land Development Ltd., the only two A-licensed operators of dumpers in Scotland, gave evidence of an acute scarcity of dumpers and had no objectIon to supporting what seemed a rival application. Mr. W. F. Quin, the Scottish Licensing Authority, said be was prepared to consider the variation application after c 1 2 deciding on the proper wording as it referred to civil engineering, but he adjourned the case for evidence from objectors on the low-loaders and dumpers.

Whinstone Adjourned : In Edinburgh on Monday the Scottish Licensing Authority, Mr. W. F. Quin, further adjourned the application by Scottish Whinstone Quarries Ltd. for a nine-vehicle B licence for the transport of dry chips and bituminous macadam within 50 miles. On September 2, Mr. Quin had ruled that there was a possible case for five vehicles but deferred a decision until Scottish Whinstonc and the Limmer and Trinidad Lake Asphalte Co. Ltd. provided specific evidence as to vehicles and use, On Monday statements and schedules were submitted but when discrepancies were noted Mr. Quin adjourned the case.
