Which of the following most accurately describes the problem?

BY NORMAN H. TILSLEY B-licensed vehicles were conveniently at hand at any given time when a building contractor became so anxious to clear rubble off his site that he wished to pay Hall and Ham River to take the stuff away in vehicles which were delivering sand and gravel to his site and were returning to a pit which could be filled with the rubble.

Round two of this contest, before the Divisional Court', will no doubt be watched by the owners of gravel pits, etc., with interest.
