Which of the following most accurately describes the problem?

ANUMBER of important recommendations on the system of registering and licensing vehicles and drivers through local taxation offices are contained in a report prepared by the organization and methods unit af Manchester Corporation.

The recommendations are of a national character, as the report was made at the request of the Association of Municipal Corporations who will use it as a basis for observations to the Ministry of Transport.

The abolition of the present fixed motor-vehicle licensing period is among the suggestions. Instead, Licences valid for either one year or four months should be available at any time, the report states. , It is recommended that duty payable on all vehicle licences should be rounded Off to the nearest 10s. Rates of duty should be assessed according to engine capacity instead of unladen weight, but if the present system is retained, the number of assessments should be reduced by adopting -Pon or 1-ton intervals of unladen weight.

Another proposal is that driving licences should be validfor five years, and should expire on the holder's birthday as an automatic reminder of the need for renewal. A revision of application forms for renewal of licences, other than for goods vehicles, is also suggested.

The report makes 27 recommendations in all.
