Which of the following most accurately describes the problem?

According to a recent report from Berlin, there is a steadily growing use of containers in connection with rail and road transport in Germany: Hitherto, small containers have been mainly used by the State Railway Exploitation Co., which is reported now to be considering the introduction of large units, such as are used in Great Britain and by certain French railways.

The earlier forms of container, closed on all sides, have been found not to be so practical as the later designs having only side or end walls. in certain cases, containers having skeleton metal frames with connecting chains at the sides have proved advantageous.
