Which of the following most accurately describes the problem?

The half-yearly report of the Rotherham Corporation transport department states that the cost figures show a general ail-round improvement, partly due to good tonnages carried, to closer supervision and to reduced petrol charges. The new garage and repair shop is now in use, and for the first time all vehicles are housed under one voof. A new charging plant for the electric vehicles has been put in use. The actual costs per hour have shown a general decrease, but the figures for the ensuing six winter months are not likely to be so favourable. From these figures it will be seen that the department, is in ar position to reduce its hiring charges on the small-load petrol vehicles and the steamers.
